How Many Requisitions Should One Recruiter Handle in 2026

SHRM's 2025 benchmarking data puts the median at 20 requisitions per recruiter per year. Gem's 2026 Recruiting Benchmarks Report, drawn from over 165 million applications, puts it at 13.4 open roles at any one time. Neither figure is wrong. They measure different things, and that difference is why recruiter workload arguments go round in circles. Below is every published figure we could verify, why the sources disagree, and the range worth planning against.

Quick Answer

There is no universal figure for requisitions per recruiter. SHRM's 2025 benchmarking reports a median of 20 requisitions per recruiter per year, whilst Gem's 2026 ATS data shows 13.4 open roles carried simultaneously. Plan for roughly 10 to 15 concurrent requisitions on professional roles, fewer on hard-to-fill searches, and considerably more on high-volume hourly hiring.

What Is Requisitions per Recruiter and How Is It Calculated?

Requisitions per recruiter is the simplest capacity metric in talent acquisition. Divide the number of open requisitions by the number of recruiters working them:

Requisitions per recruiter = total open requisitions / number of active recruiters

The arithmetic is trivial. The definitions are not, and this is where most benchmarking comparisons quietly fall apart.

There are two incompatible ways to count. The first is annual throughput: how many requisitions a recruiter is responsible for across a full year. That is the definition SHRM uses. Its 2025 Recruiting Executives Benchmarking data brief defines the metric as "the average number of requisitions a recruiter is responsible for in a year in organizations with at least one dedicated recruiter".

The second is concurrent load: how many requisitions sit on a recruiter's desk on an average day. That is what Gem measures. Its 2025 Recruiting Benchmarks Report states the figure represents "the average number of job reqs a given recruiter is working on simultaneously on any given day in a given year".

A recruiter carrying 13 roles at a time who fills and reopens steadily across 12 months will report an annual figure far higher than 13. So a benchmark of 20 per year and a benchmark of 13.4 at a time are not contradictory. They are answers to different questions. Before comparing your number to anyone else's, work out which of the two you are actually measuring.

Two secondary choices also move the number: whether paused and pending-approval requisitions count, and whether sourcers and coordinators count as recruiters. Klipfolio's guidance on the recruiter to open requisitions ratio recommends excluding roles that are on hold and tracking sourcers separately, on the grounds that a blended figure hides the pressure on the people actually running searches.

The realistic planning range for concurrent load is 13 to 20 requisitions per recruiter, with the higher 30 to 40 figures coming from older cross-industry averages measured before application volumes climbed.

The most important pattern in the table is directional rather than absolute. Gem's 2025 report recorded a 56% rise in concurrent requisitions per recruiter against 2021, alongside a 20% fall in recruiter headcount and a 117% rise in application volume over the same period. That produced a 2.7 times increase in applications per recruiter, from an average of 925 per recruiter per year in 2021 to 2,479 in 2024. Gem's 2026 report continues the trend, reporting recruiting headcount down 14% on 2021 and applications per recruiter up 93%.

So the requisition count has barely moved whilst the work inside each requisition has roughly tripled. A recruiter holding 13 roles in 2026 is not doing the same job as a recruiter who held 13 roles in 2021. Any capacity model built on requisition count alone will understate the load, which is a good argument for tracking applications per recruiter alongside it. The sources also disagree because of who is in the sample. SHRM surveys HR professionals across the full spread of US organisations, including small employers where one generalist covers hiring alongside everything else. Gem and Ashby measure activity inside modern ATS platforms, which skews towards technology and growth-stage companies with dedicated talent teams. Neither is more correct. They describe different populations.

Workload by Role Type, Not by Industry

Publicly verifiable industry splits for this specific metric are thin. Both APQC and OpsDog publish requisitions-per-recruiter benchmarks, but the figures sit behind membership or a paywall, so we have not reproduced them here. Gem segments its data by industry in the full report rather than in the public summary.

What is publicly verifiable is the split by role type, and it is large enough to matter more than industry anyway.

Ashby's Recruiter Productivity report puts business recruiters at a five-year high of 5.0 hires per quarter by Q1 2026, whilst technical recruiters sit at 3.8. The reason shows up in the interview data from the same report: technical roles average 17.6 interviews per hire against 11.7 for business roles, and 23.3 hours of total interview time per hire against 12.2 hours. Within job families the spread is wider still, from 19.5 interviews per hire for data roles down to 9.5 for customer support.

Timelines follow the same shape. Ashby's Recruiting Operations Benchmarks report, covering 54 million applications and 93,000 jobs, records a median time to first fill of 75 days for technical roles against 60 days for business roles, and 71 days for senior roles against 52 days for junior ones.

The practical read: a recruiter running five senior engineering searches is carrying more work than a recruiter running fifteen customer support roles. Assigning both a flat target of 15 requisitions is how good recruiters end up looking like poor performers. Requisitions per Recruiter by Company Size

SHRM's 2025 data brief is the only source in this set that publishes a clean size breakdown, and the spread is dramatic. These are annual medians, not concurrent load.

  • Small organisations, fewer than 100 employees: 6 requisitions per recruiter per year
  • Medium organisations, under 500 employees: 22
  • Large organisations, under 5,000 employees: 50
  • Extra-large organisations, 5,000 or more employees: 60
  • Overall median across all sizes: 20

Only 55% of organisations in SHRM's sample reported having dedicated in-house recruiters at all, which is worth holding in mind. In the other 45%, requisitions are absorbed by HR generalists and hiring managers and never appear in a workload metric.

The size pattern has an uncomfortable corollary in SHRM's own data. Extra-large organisations carry the heaviest requisition loads and also report the slowest hiring, at a median 61 days to fill nonexecutive roles against a 44-day median across all organisations. SHRM's own reading is that heavy workloads and additional approval layers both contribute. Gem's 2026 report notes the same pressure from the other direction, with smaller and growth-stage companies driving most of the 8.3% year-on-year rebound in hiring.

What Good Looks Like

  • Top of the range for complex roles: four to six concurrent requisitions. Tim Sackett, quoted in SHRM's coverage of recruiter requisition loads, puts a recruiter working hard-to-fill jobs at four or five openings at a time, against 20 for a high-volume recruiter.
  • Healthy median for professional hiring: 13 to 20 concurrent requisitions, consistent with Gem's 13.4 and the 15 to 20 median SHRM's HR Knowledge Center has reported.
  • Where to worry: above 20 on complex roles, or above 30 to 40 on high-volume hourly hiring, which is the threshold Klipfolio flags as the point at which HR teams typically raise concern.
  • Throughput sanity check: 7.3 hires per recruiter per quarter is Ashby's Q1 2026 figure. If your requisition load looks normal but hires per recruiter sit well below that, the bottleneck is probably in the funnel rather than in headcount.

One caveat the data supports strongly: the trend matters more than the level. A ratio climbing month on month is a signal to act before quality or speed degrade, which is the point Klipfolio makes and the pattern Gem's multi-year series shows in aggregate.

How to Improve Your Requisitions per Recruiter

  • Segment before setting targets. Split requisitions into high-volume, professional and hard-to-fill buckets and set a separate load target for each. A single blended target rewards the wrong recruiters.
  • Count applications, not just requisitions. With applications per recruiter up sharply since 2021, a stable requisition count can hide a doubling of actual work.
  • Automate the top of the funnel. Application review is the first place volume compounds, and Ashby names it as one of four recurring bottlenecks in time to hire.
  • Mine the database you already have. Gem's 2026 report found that 46% of sourced hires now come from rediscovered candidates already sitting in a company's ATS or CRM, up from 26% in 2021.
  • Separate sourcing from coordination. If sourcers and coordinators carry part of the load, track them separately so the ratio reflects real capacity.
  • Close out candidates faster. Ashby found non-interviewed candidates archived within a day return a median NPS of 9, falling to 3 once archiving passes 50 days. Slow closure inflates both pipeline noise and brand damage.
